Born September 10, 1913 at Baltic, South Dakota. Died August 2, 1992 at Sioux Falls, South Dakota. Created the Planning Commission, Building Authority, and the Higher Education Fund. Worked for property tax relief and industrial development. Closely monitored the activities of state government. Appointed Director of Intergovernmental Relations, Washington, D.C. by President Nixon. Served until 1971 when he was appointed Chief Judge of the United States Customs Court, New York City, from which he retired in 1984.
