The revised Montgomery County Charter of 1968 provided for an elected County Executive who appointed a Chief Administrative Officer (CAO) and Assistant CAOs to carry out day-to-day executive and administrative fuctions.

Assistant CAOs serve as coordinators and liaison with directors of departments and outside agencies, study and review issues, policies and regulations and make recommendations leading to CAO and executive decisions, review contracts, conduct public hearings, provide general staff assistance to the CAO and County Executive, and are responsible for official correspondence, purchasing and personnel coordination.
