R. A. Horne was born in Massachusetts. A scientist who has published works on environmental chemistry and chemical oceanography, he also earned a law degree in 1979, and founded the Free Speech Foundation in Boston in 1980. More recently, he has written book reviews for the Lambda Book Report and Journal of Homosexuality.
