The Council discussed and voted on questions of administration and policy such as campus rules, disciplinary actions, the college calendar, and approving candidates for degrees.

Initially known as the Council of Deans and made up of all campus deans, the Council later expanded to include faculty representatives. The decision making group had an impact on campus until the mid-1960's, when the movement for an Academic Senate gained momentum.
