The Bureau of Mines was established in the Department of the Interior by an act of May 16, 1910. In 1925 the Division of Mineral Resources of the Geological Survey and the Coal Division of the Bureau of Foreign and Domestic Commerce were transferred to the Bureau of Mines, which became part of the Department of Commerce. The Bureau was returned in 1934 to the Department of the Interior. The Bureau is the Federal scientific and engineering agency responsible for safeguarding lives of workers in mineral industries and for developing efficient methods of mining, preparation, distribution, and use of mineral resources. Its functions include inspecting mines, mills, and smelters; testing fuels for Government use; issuing licenses that control production and use of nonmilitary explosives; operating experimental and other plants to produce helium and synthetic liquid fuels; collecting information about production and consumption of mineral resources, employment, and accidents in mines; and conducting research on mining methods, improvement of mining conditions, and production of essential minerals.

Included in this record group are records of the interdepartmental Joint Information Board on Minerals and Derivatives, created in 1918 to coordinate and distribute information concerning minerals important for war purposes; and of the Committee on Mineral Imports and Exports of the U.S. Shipping Board, which operated in 1919 to plan a program for restricting mineral imports and exports to conserve shipping space.
