The Illinois Rivers and Lakes Commission (est. 1911) and the Illinois Canal Commissioners (appointed 1823) were superseded by the Illinois Division of Waterways in 1917. The Illinois Division of Waterways changed its name in July 1972 to the Division of Water Resource Management; in October 1973 back to the Division of Waterways; and in January 1975 to Division of Water Resources

In 1961 oversight of state's water resources was given to Board of Economic Development. Agency superseding Board, i.e., Department of Business and Economic Development, retained this responsibility until 1972, when Division of Waterways was transferred to newly created Department of Transportation.
