This proclamation was issued as Spain prepared to extend the territory of Louisiana to include Florida, which had been returned to Spain under the peace settlements with England following the American Revolution.

The Treaty of Versailles of Sept. 3 1783 which recognized the independence of the thirteen colonies, also ended hostilities between European powers. According to the treaty, Spain recovered Minorca and East Florida. The Treaty was preceded by separate preliminary articles that France and Spain signed on Jan. 20, 1783.
