International Brotherhood of Electrical Workers. Local 704 (Dubuque, Iowa)
Local 704 was chartered in July 1911, replacing IBEW Local 198 in Dubuque. Local 198 had been chartered in 1900, and represented Dubuque Telephone company linemen and construction electricians in a mixed local. During the 1908-1913 split in the International Brotherhood of Electical Workers, Dubuque electrical workers alternated between the two factions and nearly caused the Iowa State Federation of Labor to be expelled by the American Federation of Labor for seating delegates from the wrong IBEW faction.
