Case was born at Canton, Pennsylvania in 1838. After his discharge from the army in 1865 he move west and Eventually settled in Marion, Kansas.

Levi Billings, co-partner in the firm of Case and Billings and later in the Cottonwood Valley Bank, was also a resident of Marion, Kansas.

The Case and Billings Agency had the largest real estate in western Marion County. Their business interests and connections were many and varied. In 1876, Case and Billings organized the Cottonwood Valley Bank which continued in business until 1893 when the panic forced all but one Marion bank out of business.
