Clinger, William F. (William Floyd), 1929-
Variant namesWilliam Floyd Clinger, Jr., born 4 April 1929 in Warren, Pennsylvania, received his baccalaureate degree from Johns Hopkins University in 1951, served in the United States Navy as a lieutenant (1951-1955), worked with the New Process Company of Warren (1955-1962), earned a law degree from the University of Virginia in 1965, and worked as a lawyer thereafter. He represented Pennsylvania at several Republican National Conventions and was elected to the 96th through 104th U.S. Congresses (3 January 1979-3 January 1997). He acted as chairman of the Committee on Government Reform and Oversight in the 104th Congress, and co-authored the Information Technology Management Reform Act (1996), also known as the Clinger-Cohen Act.
