Vincent K. Snowbarger was born on September 16, 1949 in Kankakee County, Illinois. He graduated from Shawnee Mission South High School, Overland Park, Kansas in 1967; earned a B.A. from Southern Nazarene University, Bethany, Oklahoma in 1971; earned an M.A. from the University of Illinois, Urbana-Champagne, Illinois in 1974; and earned a J.D. from the University of Kansas, Lawrence, Kansas in 1977. Snowbarger has served as an instructor at the MidAmerica Nazarene College between 1973-1977, Republican Precinct Committee 1978-1984, and member of the Olathe City planning commission between 1982-1984, as well as acting as an attorney in Olathe, Johnson County, Kansas. Snowbarger was defeated by Dennis Moore in the 1998 election, and has since served as acting director of the U.S. Pension Benefit Guaranty Corporation. [Kansas State Library.
