Joseph Francis Coates was born in 1929 in Brooklyn. After four years at the National Science Foundation (1970-1974), he worked for five years at the Congressional Office of Technology Assessment. He left to form his own consulting company, J. F. Coates Inc., in 1979. Vary Taylor Coates (b. 1930) received a B.A. from Furman University, and M.A. and Ph.D. degrees from George Washington University. After holding positions in technology assessment at George Washington and J. F. Coates Inc., she became a Senior Associate in the Office of Technology Assessment in 1984 and remained there until 1995. Both Joseph Francis and Vary Taylor Coates published extensively in the field of technology assessment.
