Walter Scott Heywood (1872-1950), organizer of the Jennings-Heywood Oil Syndicate, was involved with several oil companies in the late 1800s and early 1900s, including the Heywood Brothers Oil Company in Beaumont, Tex., the Jennings Oil Company in Jennings, La., and others in California. In 1901, Heywood arranged with five Jennings businessmen to organize the Jennings-Heywood Oil Syndicate.

Heywood, impressed by the ideas of Governor Huey P. Long (1893-1935), served as Long's personal representative at the National Governors' meeting in Colorado (June 1929). He then served as state senator for Louisiana from 1932-1936.
