Ugarte y Loyola was Commandant of the Interior Provinces of New Spain.
The code was promulgated during the Viceroyalty of Bernardo, Conde de Galvez, and was issued under the Viceroy Revilla Gigedo. The code was to be enforced in all the frontier provinces of New Spain, i.e., New Mexico, the Californias, Nueva Vizcaya, and Sonora.
