The New York Zone was created on October 1, 1928, by detaching the New York Division from the Eastern Region and pairing it with the Long Island Rail Road, which previously had been operated independently of the PRR. The New York Zone was abolished on May 1, 1949, after the PRR had refused to make up the LIRR's operating losses and precipitated it into bankruptcy.

As a de facto Region, the New York Zone received the equivalent of a Regional Chief Engineer at its formation. The first Chief Engineer, New York Zone was A. C. Watson, who died in October 1940. He was succeeded by C. E. Adams (1940-1947) and by H. T. Frushour as Assistant Vice-President & Chief Engineer, New York Zone (1947-1949).
