Neumann had known Franz Werfel in Vienna, and they had close contact in exile in Sanary, in the south of France, in 1939. Neumann emigrated to London, where he was active in organizing Austrian writers in exile. It was at Neumann's suggestion that Werfel in 1938 agreed to be the honorary president of the PEN Club Austrian Centre (an exile division of the P.E.N. international organization), of which Neumann himself was acting president. Neumann indicates that he was acquainted with Anna Mahler in London.
