No formal personnel office existed in the Library until 1990 when the responsibility for all employee personnel matters was placed in the hands of a personnel officer, Rita Fitzgerald, under the supervision of the new Vice President for Finance and Administration.

During the Library's early days, personnel affairs were administered by the Board of Trustees and the Librarian and implemented by the Business Office. As Trustee influence in day-to-day Library affairs waned, Librarians Carlton, Utley, and Pargellis handled staff affairs with the continued assistance of the Business Office. In the 1960's, Lawrence W. Towner placed personnel record-keeping (excluding Research and Education) in the Office of the Associate Librarian.
