Engineer, educator. Graduated University California (1916). Aviation instructor, University California School of Military Aviation (1917-1918). Attended U.S. Air Corps Aviation Ground School, Ft. Lewis, Wash. (1918-1919). Employed by Pacific Gas and Electric Company to solve electricity and gas utilization problems with large industries (1920-1959). After retirement, Woodruff was consulting design engineer on many projects, including Lincoln Shopping Center and University of the Pacific in Stockton, Calif. Woodruff also involved in Stockton community affairs, notably Boy Scouts. He established first Explorer troop in San Joaquin County.
