The Women's Philharmonic Association (WPA) was incorporated as a non-profit group in May 1968 to "engage in promotional activities to assist and cooperate with the St. Paul Philharmonic Society in support of the St. Paul Chamber Orchestra, the St. Paul Civic symphony, and other related community music projects, which will aid the musical development of youth and adult citizens of the metropolitan area." The actions of the WPA were educational and social. Events supported by the WPA included social gatherings to increase membership and publicize the activities of the St. Paul Chamber Orchestra and fund-raising drives.
