A five-year grant from the Rockefeller Brothers Fund in July 1952 enabled the Museum to develop a full program of foreign circulating exhibitions, including United States representation at international exhibitions and festivals, one-man shows, and group shows. In April 1953, the Museum's Trustees authorized the formation of the International Council, a membership organization, with eleven founding members. the International Program launched its first major exhibition, Twelve Modern American Painters and Sculptors (ICE-F-3-53), which circulated to six countries in Europe (April 1953 to March 1954). In 1957, the International Council assumed full sponsorship of the International Program, assisted by a diminishing-scale grant from the Rockefeller Brothers Fund.
