Kelts C. Baker was President and Executive of the United North and South Oil Company and directed the development of the Luling Oil Fields beginning in 1919. Baker was born in New York State. After completing school he moved to Pennsylvania to begin work in oil fields. He also worked in the automotive industry and for the United Rubber Company under Edgar Davis. He followed Davis into the oil business, moving to Luling, Texas to pursue this interest. When the Magnolia Petroleum Company purchased United North and South in 1927, Baker was retained as president.
