Haines was born in Abbottstown, Pa. in 1906 and received his B.A. in 1927 from Ursinus College and his M.A. in 1928 and his Ph. D. in 1933 from Clark University. Haines was professor of history at Syracuse University from 1931 to 1945 when he became Professor of Diplomatic History at the School for Advanced International Studies a graduate school of foreign affairs which became affiliated with The Johns Hopkins University in 1950. In 1955 Haines became the first director of the Hopkins center in Bologna. After retiring in 1972, Haines was named Director Emeritus. He moved to a town outside of Siena in Tuscany where he lived until his death in 1976. In 1964 Haines married journalist Dorothy L. Sandler.
