A native of Waxahachie, Texas, and a 1899 graduate of the Law Department at the University of Texas, Hawkins had served as district judge in Ellis County for 15 years when Governor Patt Neff appointed him to the Texas Court of Criminal Appeals in 1921. He was elected to the court in the next election, and won re-election until his retirement in 1950.
