Caroline K. Davis was born January 31, 1932 in Penn Yan, New York. She received the B.S. degree in nursing from the Johns Hopkins University (1954), the M.S. degree in nursing education (1965) and the Ph.D. degree in higher education and administration (1972) both from Syracuse University.

From 1968 to 1973, she served as assistant chairman, acting chairman, and chairman of the Baccalaureate Nursing Program at the Syracuse University School of Nursing.

Davis came to University of Michigan in 1973 as dean in the School of Nursing and professor of nursing and education. In 1975, she was named associate vice-president for academic affairs. In 1981, she was appointed administrator of Health Care Financing Administration in the US Department of Health and Human Service, serving until 1985.
