Malcolm Maclean was born in New York, New York in 1919 and moved to Savannah, Georgia with his family as a young child. After serving in the Navy from 1941 to 1952, Maclean worked as a lawyer and became active in local politics in Savannah. In 1960, he succeeded Walter Lee Mingledorff, Jr. as mayor of Savannah when Mingledorff resigned to pursue other interests. Maclean was reelected in 1962 and served as mayor until 1966.
