Born in New Jersey, Iliff moved with his parents to Indianapolis in 1850. During the Civil War he served with both the 41st and 109th Colored Infantry Regiments. In 1867 he again joined the army and served at Fort Bliss, Texas. After three years, he returned to Indianapolis and worked in the hat business.
