Vernon Long Lowrance was born April 9, 1909, in Catawba, North Carolina. He received his commission as Ensign in the U.S. Navy in 1930, and advanced to the rank of vice admiral in 1964. He commanded the Submarine Force of the Atlantic Fleet from 1964 to 1966. Lowrance died on May 12, 1995, in San Diego, California.
