Arthur King Kepner was born in Hartford, Ohio (Trumbull County), on December 14, 1879, the son of Luzerne J. Kepner and Ida Shatto. He attended Allegheny College in Meadville, Pennsylvania, in the late 1890s, and worked for a time as an undertaker in Pittsburgh, Pennsylvania. In February 1906, he married Carrie Malissa Stewart of Warren, Ohio, the daughter of Dewitt C. Stewart and Jane Finfrock. After their marriage, they moved to Hiwannee, Mississippi, where Arthur Kepner entered the lumber industry; they returned to Ohio before 1910. Arthur K. Kepner married Lida Pollard in Washington, D.C., on February 12, 1917. He died in Warren, Ohio, on August 24, 1948.
