Gill, Howard Belding, 1890-1989.
Penologist.
Gill attended Harvard College and Harvard Business School. He was the first superintendent of the Massachusetts Correctional Institute at Norfolk. He then taught at the University of Wisconsin and later established the Institute for Correctional Administration in Washington, D.C. A noted prison reformer, Gill received a number of professional awards during his lifetime.
