The Neff-Rice Camp was organized in New Market, Virginia, in April, 1898. It was named for Col. John Francis Neff, commanding Officer of the 33rd Virginia Infantry, Stonewall Brigade, and William Hamilton Rice, the first captain of the Eighth Star Artillery, also known as Rice's Battery.
