Combs, Walter V. (Walter Vincent), 1914-
Walter Vincent Combs was born March 27, 1914, in New York City. He received his commission as ensign in the U.S. Navy on June 4, 1936, and achieved the rank of rear admiral on July 1, 1964. He served as Asst. Chief of Naval Operations for Manpower in the Department of the Navy, Washington, from 1964 to 1966.
