The Office of the Vice Chancellor for Finance and Business was formerly known as Bursar, Treasurer, Controller, and Business Manager. Records of the Office date back to 1887, when North Carolina College of Agriculture and Mechanic Arts, (later North Carolina State University) was founded. The mission statement of the Office of the Vice Chancellor for Finance and Business is "serving the NC State community through innovation and action in the development and management of the University's physical, financial, and human resources."

Arthur F. Bowen served the college for 43 years. He was promoted from clerk and secretary to the president, to registrar, bursar and finally to treasurer. As treasurer, he devised the practice of instituting loan funds, which is now common at colleges and universities. Bowen Residence Hall was built in 1968 and named in his honor.
Graves J. Vann served as Assistant Controller and Business Manager from 1939 through 1965. In 1943 the framework of Armory Coliseum Building construction was halted entirely during WWII, Vann and Controller Carmichael made several trips to the War Production Board in Washington, D.C. to plead their case for permission to continue the construction of Armory Coliseum which served as the headquarters of the College’s Department of Military Science and Tactics known as Reynolds Coliseum today.
John D. Wright joined the North Carolina State College administration in 1955 and was appointed business manager in 1965. The title of that position later was changed to vice chancellor. In that post, he oversaw approximately $90 million annual budget for the university’s teaching, research, and extension operations. When he passed away in 1975, George L. Worsley took over as acting Vice Chancellor of Finance and Business.
George L. Worsley was named NC State’s Vice Chancellor for Finance and Business in 1976, after serving as interim vice chancellor of the unit in 1975. He retired in 2004. He served the university for more than 28 years. He played a major role in forming and growing NC State's Centennial Campus and the development of the Entertainment and Sport Arena (now RBC Center). Worsley supervised the university’s Treasurer’s Office, Financial Services, Environmental Health and Public Safety, Human Resources, Facilities Management and Resource Management and Information Systems, and managed a budget of more than $850 million.
In 2004, Charles D. Leffler was named the Vice Chancellor for Finance and Business at the university. Serving as the Chief Financial Officer, Mr. Leffler oversees an operating budget of over $1.2 billion and is responsible for all business and finance functions supporting the University's instructional, research and extension programs. Mr. Leffler has played a leadership role in the physical development of Centennial Campus, an innovative, award winning Research Science Park.
