David Charles Masselli, a Washington, D.C. attorney, worked with energy policy and environmental issues for a number of years. Initially as the Energy Policy Director for the Friends of the Earth, he later represented the Western Organization of Resource Councils (WORC) and was also associated with ANTAEUS Resources Consulting. Mr. Masselli, representing environmental interests, worked with the drafting of federal legislation which would oversee the leasing and development of federal natural resources.

His involvement focused on two areas: synthetic fuels and federal coal management. Synthethic fuels legislation and development, the Energy Mobilization Board and the United States Synthetic Fuels Corporation drew his attention, as did oil shale development in Colorado. The attempts to re write the Section 3 Diligence provisions concerning federal coal leasing diligence meaning the regulation of speculation in non producing coal leases on federal land also brought a great deal of interest from the environmental community. These files contain primarily papers from the Western Organization of Resource Councils 1977 1988.
