Born Lois Fluetsch at Jamestown, N.D. Graduated from Jamestown College, employed in Saint Paul, Minn. and later Washington, D.C. where she married Mart R. Vogel in 1939. They returned to Fargo where he was appointed assistant U.S. District Attorney and later became a partner in a local law firm. Interested in constitutional reform, she became involved in the League of Women Voters of N.D. Elected 1970 as a 21st District delegate to the N.D. Constitutional Convention. At the convention's April 1971 organizational session, she was elected convention secretary.
