Variant namesSuperintendent of Denver Public Schools from 1920-1927; created program for curriculum revision in which classroom teachers were key participants. Also gained consensus for single salary schedule for teachers, regardless of whether they taught in elementary or secondary schools. Conducted extensive correspondence with Denver's Assistant Superintendent, Jesse H. Newlon. Leader in Progressive Education Association and National Education Association.
