Francis C. Shane of Braddock, Pennsylvania, served as corporal in the medical department of the U.S. Army during World War II. After the war, Shane represented salaried workers of United Steelworkers of America (USWA) District 15. He was Executive Secretary of the USWA's Committee on Civil Rights from its inception in 1947 to 1966. During that time he was responsible for the union's official position on civil rights matters in contracts and public statements, often representing the USWA at major demonstrations. Shane served as secretary at the 1951 Seminar on Human Relations sponsored by the USWA and as co-chair of the National Conference for Human Rights in 1958.
