Keneset Yiśraʼel be-Erets-Yiśraʼel was the title of the Yishuv, the official Jewish community in Palestine during the period of the British Mandate, 1918-1948. It was recognized by the British as a corporate entity in 1927, although it actually functioned in various guises starting in 1918. In 1920 it attained its permanent structure with the election of the Asefat ha-nivḥarim by the entire Jewish population (with the exception of the Old Yishuv, which remained a separate community) and Asefat ha-nivḥarim's election of the Ṿaʻad ha-leʼumi. Ṿaʻad ha-leʼumi represented the Yishuv in relations with the British Mandatory Government and Arab leaders. It also dealt with some internal community matters and cooperated with local community councils and the Chief rabbinate. Ṿaʻad ha-leʼumi represented the Jews of Palestine before the League of Nations. In 1931, Ṿaʻad ha-leʼumi established a financial institution called Otsar ha-yishuv. It sold shares to the public and advanced communal bodies long term loans for public works.
