The Board of State Canvassers was created in 1896 to record the votes for each candidate in every election and determine which candidate received the most votes (Laws of 1896, ch. 202). Initially, the board consisted of the secretary of state, comptroller of the treasury, state treasurer, attorney general, and the clerk of the Court of Appeals. All served ex officio. In 1969, the state administrator of election laws was added to the board (Laws of 1969, ch. 555).
The board meets within thirty-five days after any state election to tabulate votes cast from certified statements made by the city and county boards of canvassers. The state board then declares the winning candidate and delivers a certified determination of results to the State Administrative Board of Election Laws (SABEL). SABEL issues a declaration of resultsand delivers a copy of the declaration to the governor, who issues commissions to persons elected.
