Homer Richard Stoughton was born in Quechee, Vermont, on November 13, 1836. He was commissioned captain of the Second Company of Vermont Sharp Shooters (later Co. E, 2nd U. S. Sharpshooters) on September 25, 1861. He was promoted to major on September 17, 1862; to lieutenant colonel on June 24, 1863; and to colonel on January 19, 1864. He was wounded May 10, 1864, captured June 21, 1864, and paroled December 1, 1864. He was mustered out of service on January 23, 1865. He died in 1902 and was buried in Elmwood Cemetery, Barre, Vt.
