BIOGHIST REQUIRED American economist. Born in Cuba in 1937, he obtained a Ph.D. in economics at M.I.T. in 1961, was a U.S. resident since 1964 and U.S. citizen since 1974. He taught at Minnesota, Yale, Rio Catholic University, and Columbia University. He was a member of the National Bipartisan Commission on Central America (also known as the Kissinger Commission).
