General William H. Chase was Major of Engineers, United States of America, and was afterwards Major-General of the Confederate State Army, and president of the Georgia, Florida & Alabama Railroad, leading from Pensacola to points in Alabama. In West Florida, his name is synonymous with promoting of canals, railroads and roads to serve Florida, and with real estate developments. He was involved in the securing much of the land that became the city of Pensacola, and.
By 1835, he had extended his railroad promotions to Tallahassee, which allowed for a strong increase in Florida cotton exports. Early in 1861, Captain James Armstrong surrendered the Navy Yard at Pensacola to the State of Florida, and Colonel Chase required that a flag be flown at the Navy Yard, forts, barracks, and hospitals in possession of state troops. This flag was the American flag with a lone star in the blue field. The House of Representatives later agreed to supply a state uniform and flag.
