Howard, Thomas C.
On 22 February 1813 the General Assembly passed an act placing a duty on stamps that were attached to bonds and notes, and authorizing the governor to appoint a stampmaster. The stampmaster provided stamps for bank cashiers and superintended the collection of duties.
