Harry Clement Brogan was born in Roxbury, Massachusetts, on February 28, 1898. He graduated with a B.A. degree from Yale College in 1920. During his 1917-1918 academic year he was a private in Battery D of the Yale Reserve Officers' Training Corps. He was later commissioned as a second lieutenant before being transferred to Camp Zachary Taylor where he was discharged on December 18, 1918. In 1923 he received his LL.B. degree from the Yale Law School. He practiced law in New London, Connecticut, and was the corporation counsel for the town of Groton. On June 4, 1924, he married Dorcas Gertrude Whaley, and had two children. Brogan died on July 16, 1969, in New London.
