Edward Tiffin was appointed the prothonotary of the Ross County Common Pleas Court for the U.S. Territory Northwest of the Ohio River by Governor Arthur St. Clair in 1798. Tiffin served as prothonotary from December 1798 - January 1803. Tiffin would later serve as the first governor of Ohio from 1803-1807 and represented Ohio in the United States Senate from 1807-1809. Thomas Worthington was appointed as a justice of the Ross County Common Pleas Court by Governor Arthur St. Clair in 1798. Worthington later served in the territorial and state legislatures, the U.S. Senate, and two terms as Ohio's governor.
