Lucas, Earl S., 1938-

Mr. Lucas was born in 1938 in Mound Bayou, Mississippi, an African-American community. After being sheltered from racial discrimination in his childhood, he became active in civil rights reforms during his studies at Dillard University in New Orleans. He taught for several years in Shelby, Mississippi and initiated programs to improve the quality of education for African Americans and, later, to better prepare the Mississippi Delta workforce for jobs. From 1969 to 1993, he served as mayor of Mound Bayou.
