According to the dealer's catalog, the author of this treatise was probably the Eastland Company merchant John Scarlett, who "maintained extensive fisheries in Prussia, at Pillau..., Memel..., and along the Elbe near Hamburg from at least the early 1690s." Scarlett's treatise The Stile of Exchanges was published in London in 1682.
