Claud H. Gilmer (1901-1983) and A. M. Aiken, Jr., produced the "Gilmer-Aiken" bills during the 51st session of the Texas State Legislature. These bills affected public schoo education in Texas by raising teachers' salaries and providing state financial support for local school districts. The bills were researched by a panel, appointed by Governor Beauford Jester, that included Gilmer and Aiken and known as "the Gilmer-Aiken Committee." The bills were introduced and passed in 1949.
