Illinois State Representative (Democrat, 36th district, 1983-1986) and State Senator (18th district, 1987-1992) from Chicago.
Born in Chicago on June 6, 1932, Brookins attended Wilson Junior College and Worsham College of Mortuary Science. He was a US Army veteran and a certified funeral director. House committees include: Appropriations II (1983-1986); Financial Institutions (1983-1986; vice-chairman, 1985-1986); Higher Education (1983-1986); Labor & Commerce (1983-1986), and the Illinois Economic & Fiscal Commission (1985-1986). Senate Committees include: Appropriations I (1987-1992); Executive Appointments, Veterans Affairs & Administration (1987-1992); Finance & Credit Regulations (1987-1992); and Transportation (vice-chairman, 1987-1988; chairman 1989-1992). Reapportionment in 1992 resulted in a primary battle between Brookins and State Senator Emil Jones for the seat in the newly-formed 14th District. Brookins lost, and left the Senate at the end of his term. Brookins and his wife Audrey had three children.
