A native of Indianapolis, Cox graduated from Indiana Law School in 1908, and practiced law and held judicial positions in the city until his death. In 1932 Cox was elected circuit court judge in Marion County and served two terms. Cox's most important early case dealt with the failure of the Meyer-Kiser Bank. After retiring from the bench in 1946, Cox served as deputy state attorney general.
