John Fowler was born in Chesterfield County, Virginia, in 1756. He fought in the Revolutionary War, earning the rank of Captain, before obtaining his education at William and Mary. He migrated to Lexington, Kentucky, in 1783. Fowler became one of the trustees for the new city of Frankfort in 1786. In June of 1787, he joined James Brown's company to fight Indians. In the same year, Fowler was chosen to represent Fayette County in the Virginia Legislature and in the third statehood convention. He served in various positions, in Fayette and Woodford Counties, before being elected to the U.S. House of Representatives (1797-1807). He was Lexington's fourth Postmaster General (1814-1822). He died in Lexington in 1844.
